Roscosmos and Skolkovo sign agreement on development of National Space Cluster

Skolkovo Innovation Center and Roscosmos State Corporation The signing of a strategic agreement on the creation and development of a National space Cluster was announced. The new structure is designed to bring together the best technological, scientific and manufacturing companies in the country to accelerate the implementation of the National Space Project.

The cluster's mission is to bring together the best technological, scientific and manufacturing
companies and organizations in the country to accelerate the implementation of the National
Space Project. The cluster team forms the foundation of thousands of companies that will
have experience in developing space technologies, from basic components to
complex advanced products.
The cooperation agreement between the Skolkovo Foundation and the Roscosmos State Corporation was signed earlier, in October 2025, by Sergey Perov, Chairman of the Board of the Skolkovo Foundation , and Dmitry Bakanov, CEO of Roscosmos. At that time, the parties agreed to create a space technology cluster based on Skolkovo to achieve the goals set out in the national Space project.
The new cluster will make it possible to form a pool of private innovative companies based on Skolkovo that will work in the interests of developing the Russian space industry.
As Dmitry Bakanov, head of Roscosmos, emphasized, the approved national project for the development of Russian cosmonautics contains a large number of measures for the development of the industry, including in those areas where it is possible and necessary to actively involve private companies.
The Skolkovo Foundation has a unique experience in this field, and Roscosmos expects that together we will be able to achieve our goals and form a large innovation cluster. It will become a point of attraction for the best teams who are interested in putting their breakthrough ideas into practical use and helping strengthen our country's position in space," Bakanov said.

Signing of the agreement and creation of a space technology cluster based on Skolkovo is an important and responsible step that synchronizes the efforts of the government and innovative technology companies. Over the past 15 years, we have formed a unique ecosystem that unites more than five thousand promising participating companies. Together, we are building a full-fledged partnership chain: from an idea and a startup to Skolkovo — before the implementation of developments within the framework of current and future tasks Roscosmos.
Four priority tasks have been identified as part of the cluster's activities:
- Identification of technological tasks. Specific technological tasks will be identified from the national Space project, which can be transferred to private contractors.
- Involvement and verification of participants. The cluster will bring together manufacturing companies, R&D centers, industrial groups and their subsidiaries, research centers and universities.
- Attracting private investors. Investments in cluster resident companies that are already performing work under the national project.
- Development of support measures. To increase the competencies and technological equipment of manufacturing companies to the point of being able to perform contract work for Roscosmos Group of Companies.
There are three formats for companies interested in participating:
- A cluster participant is a technology or scientific company with a turnover of up to 1 billion rubles, which become participants in the Skolkovo ecosystem (without receiving most benefits). The status gives you the opportunity to participate in cluster events and submit your proposals on tasks that are formed by Roscosmos Group of Companies.
- Cluster residents are technology or scientific companies with a turnover of up to 1 billion rubles, which become full—fledged participants in the entire Skolkovo ecosystem with appropriate benefits. Companies are not required to have and protect a specific project, but an active industry project is required within the framework of NP Cosmos.
- A cluster partner is a company with a turnover of more than 1 billion rubles and a profit of no more than 300 million rubles over the next 10 years after obtaining the status. The company must have a separate development center, which receives the status of a partner, and implement projects within the framework of NP Cosmos. The partner receives tax benefits, but undertakes to invest their own funds in the implementation of projects.
The organizers invite technological and scientific companies, manufacturing enterprises, R&D centers, industrial groups, research centers and universities to participate.
Of particular interest is the involvement of manufacturing partners — companies willing to undertake pilot or serial production of components and products for the space industry.
